Hmmm, how does one illegally hookup to sewage then how does one find someone illegally hooked up with smoke? Do you watch everyone's house fill with smoke then cross check those homes filled with smoke to the list of those paying their dues?

Sounds like Public Works forgot to notify fire department . Remember same thing happening a number of years ago. Lots of panic calls that day
