Private home Rentals troubles
Hooky Bobber, Thu Jul 03 2014, 08:04PM

Seems like a crapshoot as to what your neighbor over the weekend. First night party.

Re: Private home Rentals troubles
Gutter Duster, Fri Jul 04 2014, 06:37AM

We have one of those wonderful homes in our neighborhood. The home is owned by the rental company and they rent it out almost every weekend. It is constantly being used by more people than it is intended to have. We have called numerous times, but "CODE" says we know about it BUT until 11 pm we can not do anything. Even after 11 pm "CODE" does nothing...

Re: Private home Rentals troubles
Ernest T. Bass, Fri Jul 04 2014, 06:51AM

do not hesitate to call 911 if they do any thing wrong, they don't listen when told that fireworks are mot allowed or fire pits or anything that is not fun

Re: Private home Rentals troubles
Gutter Duster, Fri Jul 04 2014, 07:12AM

We have tried that also. Again no good results... they are restricted to do only crimes/incidents they can see or can be proved. Our problem is that they rent the home to young adults, who some, do not have respect for neighbor(s) and they have 30-40 people in the home and party. Again code says, we the offended neighbors, must wait until 11pm for them to do anything.

Re: Private home Rentals troubles
Ernest T. Bass, Fri Jul 04 2014, 07:57AM

do not call code.
Call the Sheriff or Fire dept which ever is needed.
The Sheriff can not just "blow" it off like code can, Code has no power they can only talk to them

Re: Private home Rentals troubles
dd, Mon Jul 07 2014, 10:28PM

Call both. It may help if the neighbors also call.

Re: Private home Rentals troubles
lupin, Wed Jul 16 2014, 10:12PM

I have the same problem. I called cool cabins. They seemed pretty concerned and told me that they would contact the renters and quiet them down! I just went in my back room [censored] all the windows on a hot night and turned up the TV.

We had many groups next door over the last two weeks. The last was the best. Showed up yesterday afternoon in a yellow school bus (yes, school bus) and parked it proudly in the driveway. The bus was numbered "420", go figure. Went out at 11:00 p.m. while they (all 15 or 20) were having a snowball fight. Advised them they were in a residential nighborhood where people actually live and sleep at night. Response was "whatever". Asked them to please take it indoors before the call is made. Response was "whatever you have to do dude". Call was made, they all were inside shortly thereafter. Luckily this has been the only issue so far this season, but I am sure there are more to come (hopefully not in a bus). Not a fan of PHR.

HAH! I was going to text you last night, I saw that bus, but I have a new phone and lost your #. Was wondering if they were bussing them in next door now or what. Sorry about that Jake, that sucks. Whoever, or whatever agency runs that rental is clearly incompetent, will be sure to steer business away from them.

Really, it has been better with the new agency (Big Bear Vacations) than with the previous (Big Bear Luxury Properties). Unfortunately, money talks and those that benefit from it listen. The ones that live adjacent suffer with the BS, their only satisfaction being the ability to ruin the fun of those trying have it. Someday it will end, someday.

Frigg keeps a pretty even keel believe it or not. Unfortunately she had a migraine last night which would not have been conducive to a "confrontation" with the f****n s*******s.

Perhaps fines on the miscreant and the owner and the possible agency. Might as well make some money.

Re: Private home Rentals troubles
NShore.Allen, Fri Apr 20 2018, 11:12AM

There are two sets of rules: City and county. The county mirrors the city at this point but could change on the outcome of the ballot measure in Palm Springs this June. I believe the city rules are enforced and the county rules not so much.

There was a wild party next door this winter, 15 people screaming at 3am. Called the sheriff and they did nothing. Called the code enforcement and they called back the next day and said to ask for "incident number" from the sheriff.

Re: Private home Rentals troubles
Delj, Fri Apr 20 2018, 03:27PM

Excessive lighting can also be a problem. There is a SB County ordinance citing lighting standards in the SB mountains and deserts.

Re: Private home Rentals troubles
MrOwl, Fri Apr 20 2018, 04:06PM

That was sure never enforced...at least in my neck of the woods

Re: Private home Rentals troubles
Juliann, Fri May 25 2018, 09:56PM

In upper Moonridge the rental situation has really improved since July '17. The rules have gotten much more strict. For one, People aren't to be making lots of noise out on their deck after 10. Destination Big Bear has had a rental next door to ours for a year. The CODE has gotten so much better. Also, Destination BB is really on it, laying down rules when they sign the contract and restating them when they get the key. The situation greatly improved. Those Friday night arrival parties had been the worst. Sadly, the owners have now switched to a different management company, starting in mid-June.... that is not based up here. That company is going to swiftly find out about the stronger CODE rules, I'm thinking.

Re: Private home Rentals troubles
Cap'n Crunch, Sat May 26 2018, 09:55AM

Juliann, is the 10 o'clock deck curfew a City regulation or just a policy of the rental company?

Re: Private home Rentals troubles
Benny ā, Sat May 26 2018, 12:16PM

Yeah that's not accurate, people are aloud out on their deck at anytime, you can't enforce that, I'm sure it's more of a noise code after 10pm.

You can't restrict people from using their property after a certain hour, if they want to go out and star gaze they can. lol

Re: Private home Rentals troubles
SCM ALERTšŸšØ, Sat May 26 2018, 12:23PM

Not true. If you set foot outside your cabin/house after 10pm and they see you, you are immediately arrested and taken down to the Glen Helen Mens (or Womens) Prison. They are pretty tough.

In BBC, deputies have enforced the 10PM policy for noise/lights.

Re: Private home Rentals troubles
BaughHumbug, Sun May 27 2018, 07:53AM

Per County Code: According to the County of San Bernardino ordinance, noise levels in residential areas are not to exceed 55-dBA Leq from 7:00 a.m. to 10:00 p.m. or 45-dBA Leq from 10:00 p.m. to 7:00 a.m.

By the way, Juliann is NOT talking about stargazing from a back deck area, quiet visiting, or enjoyment of our beautiful mountain evenings.

She's absolutely correct, that DestinationBB has really stepped up and been forced to micromanage, but unfortunately, that's what's been repeatedly required due to the behavior of the inconsiderate "guests" staying there. We've even experienced the noise, overcrowding, and parking issues first-hand, and we're located a BLOCK away.

Ok so when does this come into play when I canā€™t sleep at night from Dec-March when Bear Mtn sets up their loudest snow making air guns right outside my window at night? They have plenty of fan guns that donā€™t bother us, but who enforces these ordinances? I get it.....I live next to a resort, but at some point you gotta be respectful to your neighbors right? Iā€™ve measured 80db at my back door for weeks in a row. Its only the jet guns though.....I think because they donā€™t have power over on this side for the fans......sure would be nice to get that changed in the winter!

Re: Private home Rentals troubles
SSJ2012, Sat Jun 02 2018, 07:00PM

With the snow making, a lot has to do with lack power for the fan guns I believe, I once heard Wade complain that new sub stations are needed but BVES want the resort to pay for the cost of sub stations and increase the rates. Iā€™m guessing itā€™s why Snow Summit uses their generation plant during snow making operations. Bear is dependent 100% on BVES grid.

I live in Sugarloaf. The people who bought the house next door to me three months ago have turned it into a vacation rental. No sign, no warning, no nothing. Different cars there every two or three days since Thanksgiving. Never see a cleaner in there between "guests". 1 bed 1 bath house with loft and I've seen up to 8 people and 3 cars on a 2500 sq ft lot in there at once. Does anyone know if there is someone I can call or contact and ask them to force the owners to play by the rules? It's getting really old here.

Re: Private home Rentals troubles
BaughHumbug, Sat Jan 11 2020, 10:18PM

Coyote Pass, the 24/7 hotline number for all county short term rental issues is 888-399-8591; you will need the exact street address of the property. All rentals must be inspected interior and exterior and be licensed although in the county exterior signage for max occupancy and max vehicles is not required

Definitely call it in, report it, and make sure the owner is licensed. Any property within 300 feet of said rental will be mailed written notice by SB County Land Use Services as to max people & vehicles allowed, property managerā€™s name & contact info, etc.

Re: Private home Rentals troubles
CoyotePass, Sat Jan 18 2020, 05:14PM

Sorry been working long hours late lately. Thanks for the info. I will call Monday. I work 7 days a week to pay the mortgage and put food on the table. I bought this house because the lot was so beautiful and the neighborhood was so quiet. It would appear the house on the other side of the neighbor is also now an under the radar rental too. Both houses are full to the brim this weekend. Just found a steel tipped dart in the back yard when I got home. The house next door has 5 plastic sleds lined up in front of the house like freaking trophies. I think we all know where those are going to wind up. They can't put these houses on Airbnb type sites, how are they finding their "guests"?

Re: Private home Rentals troubles
BaughHumbug, Sun Jan 19 2020, 09:59AM

CoyotePass, we bought 10-Ā½ years ago; there was 1 rental a block away. Now, 16 within a 1-block radius so we totally understand. It might be that your neighborhood properties are legit and licensed rentals, the County might be a bit behind in the paperwork to nearby owners. But better to turn them in and know for sure.

Just about any dwelling can be listed on the Airbnb hosting platform, with or without a license, even a single bedroom in a house/cabin, but San Bernardino County REQUIRES the owner to follow the application process, go through the inspections, etc. Advertising on Airbnb without being permitted (or any other platform such as Booking.com, VRBO, Craigslist, local newspapers, etc.) can result in pretty steep fines from the County, and they are not shy about pursuing the $. If the under-the-radar renting persists, the County can continue to fine the owner and could even decide to deny the rental license if and when applied for. You might want to take a few photos as documentation.

Good luck to you. I'm curious to know how this resolves for you.

Re: Private home Rentals troubles
Socalman, Tue Jan 21 2020, 08:11AM

Another possibility might be similar to our situation. We are part timers, we have owned since 2002 but our family has owned in BBC since the mid 1950's. While we have only 2 kids, my wife is one of 7 on her side of the family. On my brothers side there are three children. We allow family to use our place (they have to check with us and get the key). We do not have a rental fee, we simply ask them to kick in a bit for the cost of utilities and wear and tear. We also have a few close friends we allow the same privilege. It is possible that to some of the full-time neighbors that we are running a rental property. Nope, just sharing a little bit of what we have.

Re: Private home Rentals troubles

" Any property within 300 feet of said rental will be mailed written notice by SB County Land Use Services as to max people & vehicles allowed, property managerā€™s name & contact info, etc." - a lot of good mailing does - the USPS does not deliver mail to residences! only to PO Boxes. So how does that non-action suffice to give the County credit for taking action? How about sending County Sheriff vehicles to the address source of the problem - now that's action!

Code has gotten me nowhere so far. "We're in contact with the owner blah blah blah." Meanwhile weekend after weekend it's a non stop parade of strangers less that ten feet from me. Is there a local group organized against this kind of [censored]? The longer this goes on the angrier I get. If I'd wanted to live next door to motel 6 I'd of bought next door to motel 6. These people are raking in the cash at the expense of their neighbors. There's no protection against this happening again and again. Yes I could sell and buy another house only to wind up in the same predicament. It's not fair. Isn't there someone trying to protect the idea of a single family neighborhood? Just because I live in big bear I have no right to a peaceful safe neighborhood where I know my neighbors?

Thanks everybody. Finally seeing some movement. The county is sending out a notice of violation after they found the property on airbnb for rent. Hopefully that puts an end to the big groups and the three cars, but it's still so wrong on so many levels. You work your whole life to be able to afford a quite little place of your own and someone plops a motel down next to you with no warning.

Re: Private home Rentals troubles
Daveā„¢, Mon Feb 24 2020, 02:47PM

Actually, I'm starting to get a little tired of it myself. When we bought back in 2004 all the houses around us were either full- or part-time residents - people that we saw every couple weeks when we came up and had established friendship with and could have them keep an eye out when we weren't there. When we became full timers in 2011 only one of them was having family come up now and then. Now all of them around us are airbnb or registered as renters with the county. As a result, we never know who will be our short term neighbors on weekends and some haven't been pleasant experiences. It does indeed take some of the fun out of being here.

So it turns out code enforcement is useless. The owner of the house next door was sent a cease and desist letter months ago. So the owner went through the permit process. Maximum 5 people 2 cars allowed on the 2,500 sq ft lot 700 sq ft house. Last night 7 people and 3 cars check in. They're out on the back deck till 3am less than 10 feet from my house, no masks or anything of course, a bunch of 20 somethings listening to something I would never call music. I called code last night, called them again this morning.

They will "let the owners know". That's it. They have no teeth. If the owner says "So what" nothing code can or will do. Asked about the masks; doesn't apply. Asked about only immediate families in the same house; nothing they can do to enforce that. So basically there's nothing code can do. WTF? I'm ready to go guerrilla. If I could afford to put up a solid fence I would; all I've got is a 5ft chain link fence. I'm going to have strangers of unknown quality and quantity 10 feet from me for the rest of eternity. I didn't sign on for this.

Any chance we could lobby the city council or the BOS to add penalties to the ordinance? Maybe even include a provision to share the penalty with the person who reported it. With Geir budget issues the extra revenue might be an incentive. And the owners/agents would soon figure out to hold a deposit so the cost went too the renters.

SO might deal with the noise, after 10 pm.

Fire Dept will deal with them if they have a wood or charcoal BBQ, or bonfire. (Propane is allowed.) They responded quickly to my neighbor's large wood-fueled warming fire in a barrel.

Umm charcoal is allowed, USFS might have restriction in place that only applies to their jurisdiction, but County and City allow it, even during red flag warnings I believe for county. However I honestly wish STR could only use propane BBQs

Hahaha. Yeah. They couldn't figure out how to light the propane BBQ last night. The WHOSH sound and resulting concussive force when they finally got it lit was terrifying. Yeah, but its safer.
